Why a streak and a level aren't the same thing

A streak counts days. A level is what you can do: understand people, read a page, say what you mean. Short daily exercises are great for the habit, but most learners also need grammar explained, words that come back until they stick, and lots of real French.

Does a long Duolingo streak mean I'm fluent?

Not on its own. A streak measures consistency, which matters a lot, but fluency depends on what you practise: grammar you understand, a large vocabulary, and lots of real listening, reading and speaking.

What level does Duolingo French get you to?

Duolingo says its French course goes up to B2. How far you actually get depends on how you use it and what you add alongside it.
