C2 is mastery: understanding virtually everything you hear and read, and expressing fine shades of meaning. At this level the work is refinement: style, register and the rarest structures.

About 1,100 hours of study from zero, according to the Alliance Française's estimates, plus a lot of reading and listening.
Is C2 the same as native level?
Not quite, but close: C2 users understand virtually everything and express themselves precisely, even if an accent or the odd unusual choice remains.
